Section 13.20.070 shall not apply to any telephone poles, lampposts, electric light posts, telephone posts and posts for the receiving department of the United States Post Office when the same have been or may hereafter be erected by authority of the city council on the outside of such sidewalks in the manner prescribed thereby.
