Sec. 17. - Qualifications of Mayor and Commissioners. The qualifications of said Mayor and of the members of said Board of Commissioners shall be those now required by law for the members of the present legislative council, and the Mayor shall have the additional qualifications now provided by law for said office; provided, however, that no person shall be ineligible to said office because of having heretofore held said office.
