Sec. 2-99. - Enforcement. (1) Rules and regulations shall not be enforced unless they are adopted pursuant to this article. (2) An action to contest the validity of rules and regulations on the grounds of noncompliance with this article may not commence more than one hundred twenty (120) days after the adoption of the rule.
