(a) Director to promulgate rules; approval by City Manager. The Director is expressly authorized and empowered to promulgate rules and regulations supplementing this article, within its terms, provisions and limitations. The rules and regulations shall be subject to approval by the City Manager.
(b) Airports to comply with additional rules in chapter. Each airport in the Department shall be subject to additional regulations beyond those described in Subsection (a) for the conduct and operation of the activities, use and purposes assigned and conducted at that airport as provided by this chapter.
(c) Activities subject to rules. Operational rules and regulations promulgated by the Director under this section shall extend to the operational activities of aircraft, vehicles, pedestrians, flight instruction, fueling and refueling operations, maintenance of security, control and prevention of fire hazards, control of sanitation, protection of the environment, communications, and maintenance and general protection of the airport property and its appurtenances and facilities.
