Sec. 8-59. - Issuance. When an application for a license under this division is approved by the automotive board or the city council, the chief of police shall, upon payment to him by the applicant of the proper license fee as provided for in this division for the business described in such application, and compliance with all provisions of this division by the applicant, issue the proper license on a form to be prescribed by the automotive board.
