§ 15-21. - Procedures for adoption of emergency operations plan. Before an emergency operations plan may be adopted, it shall be forwarded to the Mayor and Council, for consideration. Upon adoption by the Council of a resolution approving the emergency operations plan as the official plan of organization for the performance of civil defense and emergency management activities in the City, the plan shall be in effect.
