6.60.010 - Privileged business determination. The City Council finds that the business of pawnbrokering seriously affects the well-being of the City and its residents; that it is necessary to regulate pawnbrokering carefully to ensure that persons of honesty and integrity are operating such businesses; that pawnbrokering is operated in a manner responsible to the public.
