Sec. 151-5. - Special meetings. Special meetings may be held on call of the president or forty (40) percent of the members of the council, by having written notice of the time and place of the meeting delivered to each member personally or sent by mail or telegram so that each member has at least seventy-two (72) hours' notice of the meeting.
