350-34.5. Voluntary Benefits. 1. The department of employee relations shall administer all voluntary benefit programs authorized by the common council for employees. The department of employee relations is authorized to enter into contracts on behalf of the city for the purchase of voluntary benefits for eligible employees as determined by the department of employee relations.
