111.05 - Reports of committees. Any matter having been referred to any committee of the council or city officer shall be reported upon by such committee or officer, and at least a majority of any committee to which a subject has been referred shall report thereon, and such report in every instance, shall be accompanied by the original papers upon which said report is based.
