Sec. 413.3. - Same—Election of Chairman and secretary; meetings; rules and regulations. The said board shall have the power to elect a Chairman and secretary from its own members; to fix the time and the place of its meetings; to keep the minutes of its proceedings and to make and promulgate regulations providing for public hearings on applications and petitions which may be made to it, fixing its procedure, and such other rules as may be reasonably necessary to implement and effectuate the purposes of this Act and the powers herein given to said board.
