13.20.000 - Purpose.

Pursuant to a study conducted in connection with the then Downtown Riverside Association, a pedestrian mall was established on July 6, 1965 pursuant to the Pedestrian Mall Law of 1960, Part 1 of Division 13 of the Streets and Highways Code, for the benefit of the businesses along the pedestrian mall.
