19.580.010 - Purpose.

This chapter establishes regulations to: A. Regulate off-street parking and loading to minimize traffic congestion and hazards to motorists, bicyclists and pedestrians. B. Allow flexibility in addressing vehicle parking, loading and access issues. C. Provide for off-street parking in proportion to the needs generated by different land uses. D. Ensure access to projects by emergency response vehicles. E. Ensure that parking areas are designed and operate in a compatible manner with surrounding land uses. F. Ensure that off-street parking, loading, and access demands associated with new development will be met without adversely affecting other nearby land uses and surrounding neighborhoods.
