Section 2.12. - Adoption by Reference.

The city council by ordinance may provide procedures for the adoption by reference of any codification of ordinances, technical codes, and similar publications provided that such procedures afford reasonable notice and opportunity to the public for inspection thereof and to be heard thereon prior to the final adoption thereof.
