§ 75-1 — Purpose/intent

Sec. 75-1. - Purpose/intent.

The purpose of this article is to provide for the health, safety, and general welfare of the citizens of Winston-Salem by controlling the introduction of pollutants into the Municipal Separate Storm Sewer System (MS4) in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this article are: (1) To enforce the city's stormwater quality management program; (2) To reduce or prevent pollutants in the MS4 to the maximum extent practicable; (3) To prohibit illicit connections and discharges to the MS4; (4) To prevent improper disposal of materials that degrade water quality; and (5) To authorize all inspections, surveillance and monitoring procedures necessary to ensure compliance with this article.
