16.04.010 - General.

The words and terms used in this title shall be defined as follows in this chapter unless it is plainly evident from the context that a different meaning is intended. All words used in the singular shall include the plural and the plural the singular. Each gender shall include the others; any tense shall include the other tenses. The word "shall" is mandatory and the word "may" is permissive.
