It is the intent of this code to embody all penal ordinances (meaning ordinances the violation of which is punishable by a fine), but only such civil ordinances as are of general interest. All penal ordinances which were in effect on May 20, 1960, and are not included herein, are repealed. Civil ordinances not included herein are not repealed, except to the extent of conflict herewith. Provided, if there be a penal provision in any ordinance of any of the following types, such ordinance is nevertheless not repealed by this code, although not included herein: ordinances pertaining to the public debt or public credit, the levy or assessment of taxes, the appropriation of money, the making of any contract by the city or for its benefit, the granting of any franchise, the levying of any special benefit assessment or lien, or the annexation of any territory; and the repeal of any ordinance by this code shall not release any person from the duty to comply with any condition or limitation upon which he acquired any right under such repealed ordinance.
