12.44.170: SUDDEN STOP OR DECREASE OF SPEED:

No person shall stop suddenly or decrease the speed of a vehicle without first giving an appropriate signal in the manner provided in section 12.44.140 of this chapter, or its successor, to the driver of any vehicle immediately to the rear, when there is opportunity to give such signal.
