Major Institution master plan-General provisions.

A. A master plan may modify the following: 1. Any development standard of the underlying zone, including structure height up to the limit established by the Major Institution Overlay (MIO) District; 2. Limits on housing demolition or conversion within the boundaries of the MIO District; 3. Limits on Major Institution uses at street level outside, but within two thousand five hundred feet (2,500') of, a MIO District Boundary; 4. Single-occupancy vehicle goals and maximum parking limitations. B. Except as provided in Section 23.69.033 , an application for a permit for development which requires preparation of a master plan shall not be approved prior to adoption of the master plan by the Council. C. Changes to the boundaries of the MIO District or to a MIO District height limit shall require a rezone in addition to adoption of a master plan or major amendment, except that a boundary adjustment caused by the acquisition, merger or consolidation of two (2) contiguous Major Institutions shall be governed by the provisions of Section 23.69.023 .
