50-17. Severability.

If any provision, sentence, clause, or other part of this code of ordinances or the application thereof to any person or circumstances, shall for any reason be adjudged by any court of competent jurisdiction to be unconstitutional or invalid, such judgment shall not affect, impair or invalidate the remainder thereof or the application thereof to other persons or circumstances but shall be confined in its operation to the provision, sentence, clause, section or part thereof and the persons and circumstances directly involved in the controversy in which such judgment was rendered. It is hereby declared to be the intent of the common council that such remaining portion would have been adopted had such unconstitutional or invalid provisions, sentence, clause, section, part or application not been included therein.
