Sec. 2-308. - Rules and regulations. The city clerk may promulgate rules and regulations to define, interpret, implement and enforce the provisions of this article and to prevent the evasion of the requirements of this article. The city clerk shall promulgate rules and regulations to provide for show-cause hearings as required herein. In addition to the requirements for adopting rules and regulations established by article VI of chapter 2 of the Revised Municipal Code, the clerk shall notify the council by a formal communication whenever a new rule is issued or an existing rule is revised.
