11.02.170 - Trailer. "Trailer" means a vehicle, other than a commercial vehicle or recreational vehicle, that is without motor power, is designed and constructed to be drawn by a motor vehicle, and is designed and constructed and used for carrying persons, property, equipment or other items on its own structure, including, but not limited to semitrailers, utility trailers, flatbed trailers, and hauling trailers.
