A. An owner of a vehicle that is found stopping, standing, or parking in violation of this chapter shall be civilly liable to the towing company performing the towing of the vehicle pursuant to a request from the police department as provided under this chapter.
B. In addition to the civil liability above, any person violating any provision of this chapter shall be deemed guilty of a misdemeanor and be punished by a fine not to exceed five hundred dollars. For violations under this chapter that are of a continuing nature, each day that the violation continues shall constitute a separate offense.
