13.32.060 - Congregations. The assembling or collecting together of persons on any street, sidewalk or passageway or any other public place in the City, so as to obstruct the free and uninterrupted passage of persons along the same, is forbidden, and all persons in any such group who refuse to disperse at the request of any Police Officer, and any person who shall wilfully obstruct or hinder any person from passing along any street, sidewalk, passageway or public place, shall be guilty of a misdemeanor.
