213.01 - Department of human resources established. There is established a department of human resources consisting of a human resources director. The department of human resources shall have as its primary duties developing recommendations for human resources management policy, procedures, and standards; assessing and addressing the needs of the city's workforce; and developing and overseeing the implementation of human resource management policies, principles, standards, and guidelines. The department shall also develop and operate a risk management program. The department shall perform all lawful functions as may be directed by the mayor or ordinance of council.
