4123.45 - Exceptional circumstances. Where exceptionally irregular or unusual topography or the building itself, by design, prohibits full compliance with any provision of C.C. 4123.33 through, 4123.43 the chief building official may approve plans that vary from strict compliance with the provisions of this chapter, if proper drainage of surface water is provided.
