Sec. 50-1. - Purpose. Upon consideration of a recommendation that an ordinance be enacted for the purpose of protecting the health, safety and general welfare of the people of the city and their property therein situate, the council finds that the subdivision and resubdivision of real property and the approval of plats should be regulated and restricted in order to insure an orderly growth and development of the city.
