3119.45 - Limitation on issuance of building permit. Except in cases excluded by C.C. 3116.23, the director of the department of building and zoning services or designee shall issue no permit for the construction, reconstruction, alteration or demolition of any structure or architectural feature now or hereafter in of these districts, unless the application for such permit shall first have been certified as appropriate under C.C. 3116.09 or as involving no architectural feature under C.C. 3116.05.
