Sec. 1037. - Cost of textbooks may be included in budget. The boards of education in said cities or taxing districts are hereby authorized and empowered to include such sum or sums as may be necessary to install and maintain said free textbook system in any annual or supplementary budgets of the expenses of the operation of said schools that are presented to the boards of commissioners governing said cities or taxing districts, and said boards of education are hereby authorized to make provision for the establishment and maintenance of said free textbook system in any other manner that said board of education may see fit.
