§61.0502 Rules of Construction This Division shall be liberally construed in order to effectuate its purposes and no error, irregularity, informality, and no neglect or omission of any officer in any procedure taken under this Division which does not directly affect the jurisdiction of the Council to order the work and improvement shall avoid or invalidate such proceeding.
