in effect3.44.020 - Qualified accounts.
All accounts receivable which have been owed to the city for more than sixty days shall be qualified accounts for the purpose of this section excluding: (a) accounts owed to the city pursuant to leases, contracts or other agreements entered by the city which specifically enumerate different collection fees, and (b) accounts owed to the city which are not subject to a collection fee because of federal, state or local laws.
