There is hereby created in the city a commission area to be known as the Franklinton area bounded and described as follows:
Beginning at the intersection of the extended centerline of the alley lying west of and parallel to Schultz Avenue with the east bank of the Scioto River;
Thence southerly along the extended centerline of said alley to its point of intersection with the centerline of Interstate 70;
Thence southerly along the centerline of Interstate 70 to the centerline of Central Avenue;
Thence southerly along the centerline of Central Avenue to the centerline of Mound Street;
Thence easterly along the centerline of Mound Street to the centerline of Mt. Calvary Avenue;
Thence southerly along the centerline of Mt. Calvary Avenue to the centerline of Renick and the boundary line of the City of Columbus;
Thence westerly and southerly along the city's boundary line to the centerline of Greenlawn Avenue;
Thence easterly along the centerline of Greenlawn Avenue to the boundary line of the City of Columbus;
Thence northerly and easterly along the city's boundary line to the centerline of Harmon Avenue;
Thence northerly along the centerline of Harmon Avenue to the centerline of Mound Street;
Thence easterly along the centerline of Mound Street extended to the centerline of Interstate 70;
Thence easterly along the centerline of Interstate 70 to the east bank of the Scioto River;
Thence northerly and westerly along the east bank of the Scioto River to the place of beginning.
The Franklinton area commission is hereby established as the representative advisory area commission for the Franklinton area pursuant to Chapter 3109, having the powers and duties thereof in accordance with the regulations therein and the bylaws, rules, and selection procedure of the Franklinton area commission on file with the city clerk and approved hereby.
