San José Municipal Code § 20.200.840
in effect"Outdoors" means on or above the surface of the ground but not within a building which has a roof composed of weatherproof material and which is enclosed on at least sixty-five percent of its perimeter with exterior walls composed of weatherproof material. (Ord. 26248.)
