9.16.030 - Abatement by chief of police when responsibility cannot be fixed. Whenever any nuisance is found in any place in this city, for the removal, abatement or destruction of which no one can be held liable under the provisions of this Code, the chief of police may remove, abate or destroy the same at the expense of the city.
