Sec. 23.401. - Establishment; functions. There is created an executive division of the Office of Administrative Services to be known as the Animal Care and Protective Services Division. The Division shall enforce and implement laws and regulations relating to animals and animal control, animal regulatory codes, procedures, rules and regulations applicable to the City under general or special law or which may be adopted by the Council.
