No person shall move or cause to be moved on non-pneumatic tires over or upon any of the streets, alleys, sidewalks or other public grounds of this City, either paved or unpaved, any threshing machine, ditching machine, earth mover, or other piece of machinery weighing more than ten tons without a permit issued by the Director.
