All fees, damages and penalties collected under the provisions of division 7 and Sections 57-148, 57-183, 57-184, and 57-193, following adjustment for the expenses incurred in making such collections, shall be allocated and appropriated to Stormwater Quality for the administration of its Stormwater Management Program.
