Sec. 490.104. - Construction. This Chapter shall be liberally construed to effect the purposes stated in Section 490.101. In addition, this Chapter shall be construed so as to permit the full exercise of the powers and performance of the functions granted and authorized by F.S. Ch. 154, Pt.
