Oklahoma City Municipal Code § 32-401 Definitions.

§ 32-401. - Definitions. The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: (1) Commercial loading zones means all curb loading zones authorized and regularly used exclusively for the loading and unloading of merchandise for storage, trade, shipment or resale. (2) Passenger loading zones means all loading zones authorized and used regularly and exclusively for the loading and unloading of passengers except bus stops, streetcar stops, taxicab stands, and stands for other passenger common carrier vehicles. (3) Valet loading zone means a passenger loading zone, that has been designated by the Commission as a location where (1) a valet parking service may operate and (2) any other driver may expeditiously load and unload passengers. (4) Valet parking service is a business operated or service provided, within a designated valet loading zone, by any person or entity whereby the driver of a passenger vehicle leaves the vehicle on the public right-of-way for the operator of the service to park at another location and return to the driver upon demand. Oklahoma City Municipal Code § 32-402 Curb loading zones generally.

§ 32-402. - Curb loading zones generally. (a) The Director or designee shall recommend the location of all loading zones on public streets in such places and in such number as he/she shall determine to be of the greatest benefit and convenience to the public, and every such loading zone shall be designated by appropriate signs. (b) The Commission is hereby authorized to review the Director's recommendation and approve or deny the location of valet, passenger and commercial curb loading zones and shall cause the Public Works Department to place and maintain appropriate signs indicating the zones and stating the times during which the provisions of this section are applicable. (c) No person shall stand or park a vehicle in violation of such signs. (Code 1970, §§ 34-132, 34-137; Code 1980, § 32-402; Ord. No. 23642, § 1, 7-15-08)

Oklahoma City Municipal Code § 32-403 Schedule of loading zones.

§ 32-403. - Schedule of loading zones. The Director shall prepare and maintain a schedule of the locations designated as loading zones. The schedule shall reflect any time limitations or other condition placed on the loading zones. The schedule shall be designated as "SCHEDULE XV. Loading Zones." The original of Schedule XV shall be kept on file in the office of the City Clerk as a public record. (Code 1970, § 34-141; Code 1980, § 32-403)

Oklahoma City Municipal Code § 32-404 Permit for loading or unloading at curb.

§ 32-404. - Permit for loading or unloading at curb. The Director is hereby authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Permits may be issued either to the owner or lessee of real property or to the owner of the vehicle. (Code 1970, § 34-133; Code 1980, § 32-404)

Oklahoma City Municipal Code § 32-405 Use of loading zones for designated purpose.

§ 32-405. - Use of loading zones for designated purpose. No curb loading zone authorized and established as a passenger loading zone shall be used as a commercial loading zone, and no commercial loading zone shall be used as a passenger loading zone except as may be specifically provided by law. Oklahoma City Municipal Code § 32-406 Stopping, standing or parking in passenger curb loading zone.

§ 32-406. - Stopping, standing or parking in passenger curb loading zone. Except as hereinafter provided, no person shall stop, stand, or park a vehicle in a passenger curb loading zone for any purpose or period of time other than for the expeditious loading or unloading of passengers, during the hours when the regulations applicable to such curb loading zones are effective, and then only if the vehicle is attended by a licensed driver. Oklahoma City Municipal Code § 32-407 Stopping, standing, or parking in commercial curb loading zone.

§ 32-407. - Stopping, standing, or parking in commercial curb loading zone. No person shall stop, stand, or park a vehicle in a commercial curb loading zone for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed the posted time limit. Vehicles using any commercial loading zone shall be subject to the licensing requirements and regulations provided by this Code. When signs are erected giving notice thereof unauthorized vehicles or vehicles parked in violation of the posted time limit or any other provision prescribed herein may be impounded. Oklahoma City Municipal Code § 32-408 Stopping, standing, and parking of buses and streetcars.

§ 32-408. - Stopping, standing, and parking of buses and streetcars. (a) The operator of a bus shall not stand or park such vehicle upon any street at any place other than a bus stand so designated as provided in this article. (b) The operator of a bus shall not stop such vehicle upon any street at any place for the purpose of loading or unloading passengers or their baggage other than at a bus stop, bus stand, or passenger loading zone except in case of an emergency. (c) The operator of a streetcar shall not stand or park such vehicle upon any street at any place other than a streetcar stop, dwelling zone, or charging area so designated as provided in this article. The operator of a streetcar shall not stop such vehicle upon any street at any place for the purpose of loading or unloading passengers or their baggage other than at a streetcar stop, except in case of an emergency. (d) The operator of a bus shall enter a bus stop, bus stand, or passenger loading zone on a public street in such a manner that the bus, when stopped to load or unload passengers or baggage, shall be in a position with the right front wheel of such vehicle not further than 18 inches from the curb and the bus approximately parallel to the curb so as not to unduly impede the movement of other vehicular traffic. Oklahoma City Municipal Code § 32-409 Use of bus and taxicab stands restricted.

§ 32-409. - Use of bus and taxicab stands restricted. No person shall stop, stand, or park a vehicle other than a bus in a bus stop, or other than a taxicab in a taxicab stand, when any such stop or stand has been officially designated and the appropriate signs are in place. The driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus or taxicab waiting to enter or about to enter the zone. Oklahoma City Municipal Code § 32-410 Loading in parking meter spaces and multi-space parking zones.

§ 32-410. - Loading in parking meter spaces and multi-space parking zones. Vehicles used for the purpose of transporting merchandise shall be permitted to use parking spaces or electric vehicle parking space adjacent to parking meters and multi-space parking pay stations for loading or unloading merchandise between the hours of 8:00 a.m. and 10:00 a.m. on days when parking limit restrictions are applicable, without making payment in the meters or multi-space parking pay stations adjacent to the parking spaces, if such vehicles are stopped so as to be centered as nearly as possible in a single meter space and in the manner required for parking in such space. Such vehicles shall be equipped with permanent signs designating the vehicle as a delivery car as provided in this division. (Code 1970, § 34-140; Code 1980, § 32-410; Ord. No. 25709, § 5, 8-29-17)

Oklahoma City Municipal Code § 32-411 Application for designation of valet loading zone.

§ 32-411. - Application for designation of valet loading zone. (a) Applications for designation of a valet loading zone shall be made to the Secretary of the Commission. The Commission shall conduct a public hearing regarding any completed application requesting the designation of a valet loading zone. The Commission may approve or deny such application, or may conditionally approve the application as the Commission reasonably deems necessary to mitigate traffic impacts, protect other uses of the public rights of way, or otherwise protect the public health, welfare or safety. (b) An application for a valet loading zone shall contain: a description of the proposed location of the valet loading zone; the amount of space requested for said zone; a signed letter of authorization from the owner(s) of the private property abutting such valet loading zone stating the owners' approval of the amount of space requested for the valet loading zone. Oklahoma City Municipal Code § 32-412 Application for a valet parking service revocable permit.

§ 32-412. - Application for a valet parking service revocable permit. (a) Any person who desires to operate a valet parking service shall file an application for a revocable permit with the Director. A valet parking service revocable permit shall be valid only as to the valet loading zone to which it is issued and such permit may not be assigned or otherwise transferred. (b) The Director shall approve rules for the operation of a valet parking service. The Director shall have the authority to approve or deny applications for valet parking service revocable permits. Denials may be appealed pursuant to Section 26-17 of this Code. (c) Applications for a valet parking service revocable permit shall include, but are not limited to: (1) a requirement that applicants for a valet parking service revocable permit must submit OSBI background checks for all employees and/or agents to be used by the valet parking service and (2) a requirement that all applicants state the location of the zone(s) on which they request to operate, with a signed letter(s) from the private property owner(s) abutting the valet loading zone(s), stating their approval for said applicant to operate abutting their private property. (d) If at any time during the term of the revocable permit, any one of the abutting private property owners withdraws his/her approval of the subject permit holder, the Director may revoke the subject permit. All revocable permits are revocable at the will of the Director. (e) The holder of a valet parking service revocable permit may operate the valet parking service with either its own employees or independent contractor(s). Regardless, the holder of the revocable permit shall be responsible for ensuring compliance with all operating rules. (Ord. No. 23642, § 2, 7-15-08)

Oklahoma City Municipal Code § 32-413 Revocable permit required.

§ 32-413. - Revocable permit required. No person or entity shall operate a valet parking service without having secured a revocable permit to do so from the Director. Violation of this section shall be considered a Class "a" offense, and shall be punished by a fine not exceeding $500.00 per day of violation, excluding costs and fees. (Ord. Oklahoma City Municipal Code § 32-414 Operation of a valet parking service within valet loading zones only.

§ 32-414. - Operation of a valet parking service within valet loading zones only. No person shall operate a valet parking service on any public right-of-way other than in an area that has been designated a valet loading zone, as defined by Section 32-401(3) of this Code. Violation of this section shall be considered a Class "a" offense, and shall be punished by a fine not exceeding $500.00 per day of violation, excluding costs and fees. (Ord.
