Denver Revised Municipal Code § 54-124 Obstruction of view or driving mechanism; hazardous situation.

Sec. 54-124. - Obstruction of view or driving mechanism; hazardous situation. (a) It shall be unlawful for any person to drive a vehicle when it is so loaded, or when there are in the front seat such number of persons, exceeding three (3), as to obstruct the view of the driver to the front or sides of the vehicle or as to interfere with the driver's control over the driving mechanism of the vehicle. (b) It shall be unlawful for any person to knowingly drive a vehicle while any passenger therein is riding in any manner which endangers the safety of such passenger or others. (c) It shall be unlawful for any person to drive any motor vehicle equipped with any television viewer, screen or other means of visually receiving a television broadcast which is located in the motor vehicle at any point forward of the back of the driver's seat or which is visible to the driver while operating the motor vehicle. (d) It shall be unlawful for any person to operate a vehicle upon any highway unless the driver's vision through any required glass equipment is normal and unobstructed. (e) It shall be unlawful for any passenger in a vehicle to ride in such position as to create a hazard for such passenger or others or to interfere with the driver's view ahead or to the sides, or to interfere with the driver's control over the driving mechanism of the vehicle; nor shall the driver of a vehicle permit any passenger therein to ride in such manner. (f) It shall be unlawful for any person to hang on, or otherwise attach themselves to the outside, top, hood or fenders of any vehicle, or to any other portion thereof, other than the specific enclosed portion of such vehicle intended for passengers or while in a sitting position in the cargo area of a vehicle if such area is fully or partially enclosed on all four (4) sides, while the same is in motion, nor shall the operator knowingly permit any person to hang on, or otherwise attach themselves to the outside, top, hood or fenders of any vehicle, or any other portion thereof, other than the specific enclosed portion of such vehicle intended for passengers or while in a sitting position in the cargo area of a vehicle if such area is fully or partially enclosed on all four (4) sides, while the same is in motion. This subsection shall not apply to parades, caravans or exhibitions which are officially authorized or otherwise permitted by law. (g) The provisions of this section shall not apply to a vehicle owned by the United States government or any agency or instrumentality thereof, or to a vehicle owned by the state or any of its political subdivisions, or to a privately owned vehicle when operating in a governmental capacity under contract with or permit from any governmental subdivision or under permit issued by the public utilities commission of the state, when in the performance of their duties persons are required to stand or sit on the exterior of the vehicle and the vehicle is equipped with adequate handrails and safeguards. Denver Revised Municipal Code § 54-125 Clinging to moving vehicles.

Sec. 54-125. - Clinging to moving vehicles. Any person riding upon any bicycle, electrical assisted bicycle, EPAMD, electric scooter, low-power scooter, motorcycle, coaster, sled, roller skates, skateboard or any other toy vehicle or device shall not attach the same or themselves to any moving motor vehicle and the driver of any motor vehicle shall not knowingly permit any such bicycle, electrical assisted bicycle, EPAMD, electric scooter, low-power scooter, motorcycle, coaster, sled, roller skates or any other toy vehicle to be so attached to the vehicle the person is driving. Denver Revised Municipal Code § 54-126 Reckless driving.

Sec. 54-126. - Reckless driving. It shall be unlawful for any person to drive any vehicle anywhere in the city in willful or wanton disregard for the safety of persons or property. (Code 1950, § 510.1)

Denver Revised Municipal Code § 54-127 Drinking alcoholic beverages prohibited in vehicles on a public way.

Sec. 54-127. - Drinking alcoholic beverages prohibited in vehicles on a public way. It shall be unlawful for any person to drink any intoxicating liquor or fermented malt beverage while in a vehicle which is moving, parked, stopped or standing on any street, roadway or other public way in the city; or for the driver, owner or person in control of any vehicle to permit any person to drink intoxicating liquor or fermented malt beverages therein while the same is being driven, or is stopped, standing or parked on any street, roadway or other public way in the city. Denver Revised Municipal Code § 54-128 Following fire apparatus prohibited.

Sec. 54-128. - Following fire apparatus prohibited. The driver of any vehicle other than one (1) on official business in connection therewith, shall not follow any fire apparatus traveling in response to a fire alarm or with emergency equipment on, closer than five hundred (500) feet, or drive into or park such vehicle within the block where such fire apparatus has stopped. (Code 1950, § 517.2)

Denver Revised Municipal Code § 54-129 Crossing fire hose.

Sec. 54-129. - Crossing fire hose. It shall be unlawful for any person to drive over any unprotected fire hose of a fire department when the same is laid down on any street, private or public driveway, or any other place without the consent of the fire department member in command, unless otherwise directed by a police officer at such place. (Code 1950, § 517.3)

Denver Revised Municipal Code § 54-130 Foreign matter on highway prohibited.

Sec. 54-130. - Foreign matter on highway prohibited. (a) It shall be unlawful for any person to cast, deposit, distribute, scatter, place or throw in any manner upon any highway, street, alley or public place any ashes, bottles, cans, garbage, glass, nails, tacks, rubbish, trash, waste paper, wire or any other material from any moving or standing motor vehicle or other vehicle or conveyance whatever. (b) Any person who drops, or permits to be dropped, cast, deposited, distributed, scattered, placed or thrown upon any highway, street, alley or public way or place any bottles, cans, garbage, glass, nails, tacks, rubbish, trash, waste paper, wire or any other material shall immediately remove the same, or cause it to be removed. (c) Any person removing a wrecked or damaged vehicle from a highway shall remove any glass or other injurious substance, material or object dropped upon the highway from such vehicle. Denver Revised Municipal Code § 54-131 Prohibitions against driving or parking on sidewalk areas, medians, islands and certain areas of parks, parkways and boulevards.

Sec. 54-131. - Prohibitions against driving or parking on sidewalk areas, medians, islands and certain areas of parks, parkways and boulevards. (a) It shall be unlawful for the driver or operator of a vehicle to drive the same within or upon any sidewalk area except at a permanent or temporary driveway, nor drive or park within or upon any median or island on any street or highway. (b) It shall be unlawful for any operator of a vehicle to park upon any sidewalk area, unless otherwise permitted by this Code, or park or drive upon the median or center strip of any parkway or boulevard, or park or drive within or upon any part of a city park except designated roadways or parking areas therein; provided, however, that the provisions of this subsection shall not apply to vehicles of the city actually engaged in work on or at any such place. (Code 1950, § 517.9)

Denver Revised Municipal Code § 54-132 Limitations on backing.

Sec. 54-132. - Limitations on backing. It shall be unlawful for the driver of a vehicle to back the same unless such movement can be made with safety and without interfering with other traffic, and unless the same is absolutely necessary because of the position of the vehicle. Nothing in this section shall be construed as permitting the driver of a vehicle to drive the same backwards except where such movement is necessary because of the position of the vehicle and the conditions existing at the time such movement is made. Denver Revised Municipal Code § 54-133 Restriction of animals within central business district.

Sec. 54-133. - Restriction of animals within central business district. (a) Except as permitted in an authorized parade, or by special permit as issued by the traffic engineer, it shall be unlawful for any person to use any animal or animal-drawn conveyance for the purpose of advertising or of transporting persons or property. (b) For the purpose of this section, the central business district shall be that portion of the city bounded by and including the following streets: Commencing at the intersection of Larimer Street and 20th Street; thence proceeding southwesterly on Larimer Street to Speer Boulevard; thence southerly on Speer Boulevard to 13th Street; thence southeasterly on 13th Street to Colfax Avenue; thence easterly on Colfax Avenue to Lincoln Street; thence northerly on Lincoln Street to 20th Street; thence northwesterly on 20th Street to the intersection of 20th Street and Larimer Street. Denver Revised Municipal Code § 54-134 Boarding or alighting from moving vehicles prohibited.

Sec. 54-134. - Boarding or alighting from moving vehicles prohibited. It shall be unlawful for any person to board or alight from any vehicle while such vehicle is in motion. (Code 1950, § 517.21)

Denver Revised Municipal Code § 54-135 Driving on wet paint lines.

Sec. 54-135. - Driving on wet paint lines. It shall be unlawful for any person to drive a vehicle on wet paint lines when such are marked by traffic cones or other markers or barricades to indicate that the paint may not be dry. It shall be unlawful to knock down, move or remove such traffic cones, markers or barricades. (Code 1950, § 517.24)

Denver Revised Municipal Code § 54-136 Driving around or through barricades prohibited.

Sec. 54-136. - Driving around or through barricades prohibited. It shall be unlawful for any person to drive a vehicle around or through any barricade which is placed around or near an excavation, or any other place where a barricade is erected pursuant to the provisions of this Code; provided, however, that the driver of a vehicle may drive the same around or through a barricade where the driver is directed to do so by official signs, by a police officer, by a member of the fire department, or by a person engaged in the work at the place where a barricade is erected, but in any event such movement may only be made where it can be done with safety and at a reduced speed. (Code 1950, § 517.19)

Denver Revised Municipal Code § 54-137 Restriction on operation of motor-driven vehicles.

Sec. 54-137. - Restriction on operation of motor-driven vehicles. Wherever in the city motor-driven vehicles are prohibited from the use of trails, paths, roadways or otherwise, such prohibition shall apply to automobiles, trucks, buses, vans, jeeps, motorcycles, motorscooters, motor-driven cycles, motorized bicycles and any and all other motorized vehicles, regardless of whether these vehicles are propelled by human or motor power. (Code 1950, § 517.24)

Denver Revised Municipal Code § 54-138 Prohibited operation of motorized vehicles for recreational purposes.

Sec. 54-138. - Prohibited operation of motorized vehicles for recreational purposes. It shall be unlawful for any person to operate any motorized vehicle for recreational purposes anywhere within the city except upon the public streets, alleys, highways and freeways; provided, that owners of private property may apply to the traffic engineer for a permit allowing the operation of motorized vehicles for recreational purposes upon lands owned by the applicant. In determining whether or not to grant such permit, the traffic engineer shall take into consideration the applicable zoning ordinances. (Code 1950, § 517.26)
