§ 13-91. - Persons eligible. No person shall be issued a license pursuant to the provisions of this division unless he has been a bona fide resident of the City for one whole year next preceding the date of the application. Such person shall file with the application a statement signed by not less than ten reputable citizens of the City, declaring that of their own knowledge the applicant is a person of good moral character and repute, and has resided within the City one year as herein provided.
