Sec. 48-20. - Rules and regulations. The manager of transportation and infrastructure shall be empowered to prescribe such rules and regulations as the manager may deem proper not inconsistent with the Charter and ordinances, to govern the manner and time for the collection, removal and disposition of household garbage.
