in effectWhen evaluating an application for the establishment of a proposed major communication utility or its physical expansion, the Director shall consider the following criteria: A. Whether the public benefit is outweighed by the adverse impacts, which cannot otherwise be mitigated; B. Whether the project will have substantial adverse impacts on residential development in the vicinity, including demolition of housing. (Ord. 116295 , § 25, 1992.)
