When certificate and permit provisions shall take effect.

in effectSections 75-60-9 through 75-60-39, inclusive, of this chapter shall take effect and be in force sixty (60) days following the promulgation and publication of rules, regulations and procedures governing the registration and certification of schools, courses of instruction or institutes and agents thereof as provided hereinabove.
