San José Municipal Code § 20.200.1340
in effectA. "Vendor" means any person or persons, including corporations as well as natural persons, who engage in the activity of vending. B. "Vending" means any activity by any person involving the display, sale, offering for sale, offering to give away, or giving away of anything of value including any food, beverage, goods, wares, merchandise or services.
