San Diego Municipal Code § 28.02
in effect§28.02 Same — Officers’ Entitled to Wear
That the following officers and employees of The City of San Diego shall be entitled to wear the official police badge, patch and cap insignia of The City of San Diego:
(a) All active officers of the Police Department of The City of San Diego.
(b) Any officer or employee of The City of San Diego whose duties are of such a nature as to require the exercise of the powers of a peace officer when such officer or employee is specially authorized in writing so to do by the Chief of Police Department of The City of San Diego, and such authorization is approved by the City Manager.
