in effectAll land located within the Northgate Overlay District is subject to regulations of the underlying zone unless specifically modified by the provisions of this Chapter 23.71 . Where the boundaries of the Northgate Overlay District overlap with the boundaries of the Major Institution Overlay District, the zoning underlying a major institution shall be as modified by the Northgate Overlay District. In the event of irreconcilable differences between the provisions of the Northgate Overlay District and the underlying zone, the provisions of this Chapter 23.71 apply, except that where a conflict exists between the provisions of this Chapter 23.71 and Chapter 23.69 , Major Institution Overlay District, the provisions of Chapter 23.69 take precedence.
