Public use of accessory parking

Legally established parking that is not required parking and is accessory to residential uses may be used as off-site parking for other residential uses, without a separate use permit or approval. B. Legally established parking that is accessory to residential or non-residential uses may be made available to the public as short-term parking without a separate use permit or approval, regardless of nonconformities of parking uses that may be present.
