Development Character Areas are established to ensure that appropriate development regulations are applied to community plan areas based upon their age and geographic location and include Proposition A Lands, Planned Urbanized Communities, and Urbanized Communities. Development Character Area boundaries generally follow community plan area boundaries except in the case of University City, which falls into two Development Character Areas.
