In the LI and HI districts, the director may approve reductions of the front setback with a development permit, issued pursuant to Chapter 20.100 , upon finding that: 1. A reduced building setback is consistent with setbacks on surrounding properties and necessary to maintain the urban character of the surrounding area; or a reduced parking setback, but only in conjunction with a reduced building setback, is reasonably necessary for consistency with the overall character of the project; or 2. A loading dock, with such a reduced setback, is located in a building face not exposed to a public street or is located within an area fully screened by solid walls, provided such location will permit all truck maneuvering to occur on site.
